Leicestershire Joint Area Review (JAR)

The Joint Area Review is an inspection of all children’s services
within a local area undertaken by a team of inspectors from OfSTED, Commission
for Social Care Inspection, Healthcare Commission, Adult Learning Inspectorate
and Audit Commission. Leicestershire will be inspected under
these new arrangements in October 2007.
The review will describe and analyse the outcomes achieved by children
and young people in Leicestershire. The Joint Area Review evaluates
the effectiveness of local services, which includes the Children and
Young People’s Service (the lead organisation), Connexions Leicester
Shire, health services, police, voluntary sector, district councils and
other county council departments amongst others.
The JAR will judge:
- How local services work together to contribute to children and young
people’s achievements, progress and well-being
- Whether there is effective protection for vulnerable children
- To what extent partners seek and respond to the views of children
and young people, parents and carers
- Whether partners know their strengths and weaknesses

Grade 1
A service that does not deliver the minimum requirements
Grade 2
A service that delivers minimum requirements
Grade 3
A service that consistently delivers above minimum requirements
Grade 4
A service that delivers well above the minimum requirements

The JAR is a measurement process which focuses on the 5 key outcomes
from the Every Child Matters framework which are:
- Being healthy
- Staying safe
- Enjoying and achieving
- Making a positive contribution
- Achieving economic well-being
